Responsible for processing utility applications and providing conditions of approval for placing utility infrastructure and equipment in conjunction with municipal infrastructure and equipment, including reviewing and approving applications / drawings for utilities to be constructed in the Public Right-of Ways, ensuring proposed facilities are not in conflict with existing utilities or structures. Reviewing and approving service connections on municipal roads, and providing "verbal permission" to proceed with installation of utilities in emergency situations. Inspects all field work undertaken by private utilities within the right-of-way. Maintains statistics and database for recording all utility applications and service connections and catalogues municipal drawings within database. Administers City's Fees and Charges By-law. Liaises with utilities, provides public relations function, and chairs the Vaughan Utility Coordinating Committee.Upon employee request, this position is eligible to take part in our hybrid work model as outlined in the City's Alternative Work Arrangement Policy.
• Responsible for reviewing all utility construction applications from utility providers, including drawings for underground and above ground utilities (i.e. hydro, gas, telecommunication cables, watermains, etc.) to be constructed in the Municipal Right-of-way and providing Municipal Consent (MC) for same.• Ensures proposed facilities are not in conflict with existing utilities, structures, vegetation, topography, or other physical features, are in a standard corridor (plan and profile alignment), and will not impede any future Municipal road or other improvements; ensures financial compensation to the City for any loss of vegetation and / or damage to municipal facilities.• Responsible for monitoring and enforcing the Engineering and Public Works Department Policies and Other Regulatory requirements with respect to the placement and maintenance of utility equipment and infrastructure including adherence to all City standards and practices.• Maintains database for recording all Utility applications, services connections and the like, and catalogues municipal drawings within database.• Liaises with Utility applicants regarding requests including providing documentation outlining the requirements and conditions of approvals, has-built records, and all necessary file documentation.• Administers and collects permit fees and Utility letters of credit, including invoicing, and administers Municipal Access Agreements (MAA), Gas Franchise Agreements, and City' s Fees and Charges By-law.• Inspects all field work undertaken by private utilities within the right-of-way for compliance with approval conditions and permit requirements including examination for damage to City infrastructure, and ensures that final restoration is complete and acceptable to the City.• Issue, track, and administer Road Occupancy (Cut) permitting process.• Investigates and responds to all public enquiries/ complaints related to work by Utilities and Contractors within the City's Right-of-ways.• Performs other related duties and research, as assigned that are m accordance with job responsibilities or necessary departmental or corporate objectives.
• Three (3) year Community College Diploma in Civil Engineering Technology or suitable equivalent.• Membership in the Ontario Association of Certified Engineering Technicians and Technologists as a Certified Engineering Technologist (C.E.T.).• Minimum of three (3) years' engineering and public works operations experience, including reviewing utility drawings.• Computer literacy in AutoCAD and Microsoft applications including Access.• Valid Ontario Driver's License (Class G) in good standing.• Strong organizational, interpersonal, and oral/ written communication skills.
