The Program Manager ensures stability, integrity, and efficient operation of the City’s computing environment that supports critical organizational functions. This is achieved by architecting, monitoring, supporting, and optimizing various aspects of City’s IT environment including physical infrastructure, cloud-based systems and applications. The role is responsible for direct management and assignment of staff to programs, projects, business requests, and operational duties to maximize efficiency and support City’s strategic goals. The Program Manager is also responsible for leading their designated team to facilitate creation of multi-year roadmaps and business plans for assigned products, services, and technologies. The Program Manager then drives the strategy and execution of large IT initiatives according to previously-developed roadmaps, while managing strategic risks to ensure that the environment keeps meeting internal and external client’s needs. In addition, they oversee IT architecture and provide technical guidance and expertise to management, staff, partners and clients.
• Translates business and technical requirements into an architectural blueprint to achieve business objectives and documents all solution architecture design and analysis work• Understands business drivers and business capabilities (future and current state) and determines corresponding enterprise solution designs and change requirements to drive the organization's targeted business outcomes• Analyzes the business and IT environment to detect critical deficiencies, legacy and technical debt, and also recommends solutions for improvement• Leads evaluation, design and analysis for the implementation of a solutions architecture across a group of specific business applications or technologies based on enterprise business strategy, business capabilities, value-streams, business requirements and enterprise standards• Supports a community of practice (CoP), guiding and helping agile teams as well as product owners to align with the overall enterprise architecture governance and assurance• Enable business automation through the implementation of platform-based development.• Ensures assigned staff operates according to corporate standards and policies. Encourages behavior that is aligned with established departmental values and leads by example.• Assesses staffing and service needs for the provision of IT services, prepares Additional Resource Requests (ARRs), including justification and business value. Participates in recruitment processes and prepares recommendations on the selection of staff.• Supervises assigned staff including orientation, scheduling, performance appraisal, disciplinary actions, etc., and prepares recommendations regarding promotion, restructuring and termination.• Addresses and resolves escalations, disagreements and conflicts.• Supports assigned staff by providing technical and administrative expertise and guidance to ensure reliable operation of corporate computing environment.• Sets clear objectives and determines priorities for assigned staff to meet agreed upon commitments and service levels.• Identifies training and development needs of assigned staff through Training Needs Analysis. Understands skill gaps and orchestrates training programs to enhance productivity of the assigned team.Effective Service Delivery:• Facilitates creation of system design models, specifications, diagrams, charts and any other required artifacts.• Ensures provision of secure, compliant, resilient, efficient and environmentally conscious IT systems and technology.• Ensures operational service levels are maintained within the thresholds defined in service level agreements.• Develops and monitors Key Performance Indicators (KPIs), dashboards and reports relevant to assigned responsibilities.• Proposes and creates process maps to facilitate effective, consistent and repeatable service delivery to internal and external clients.• Gauges the effectiveness and efficiency of existing systems, develops and implements strategies for improvement.• Oversees projects and resources that relate to the implementation of hardware, software and telecommunications infrastructure and services.• Reviews contracts to ensure compliance with corporate standards and makes recommendations to strengthen service delivery criteria and mitigate risk.• Develops short- and long-term capacity plans for corporate IT systems.• Ensures that all operations are conducted according to City’s policies, standards, operations manuals, processes and procedures.• Identifies reoccurring issues and patters and applies problem management techniques to enhance quality of service and to prevent future problems.Continuous Improvement:• Participates in the creation and maintenance of policies, procedures, standards, specifications, user manuals, etc.• Implements operational efficiencies to improve or maintain targeted service levels.• Assists in development of departmental objectives and recommends implementation strategies.• Develops multi-year roadmaps in partnership with internal stakeholders to advance and improve assigned services and technologies, considering short-term and long-term goals.• Understands the client’s needs, business objectives, product and capability requirements. Articulates a clear vision and strategy for assigned systems and services that is fully aligned with those needs.• Continuously monitors the municipal landscape. Analyzes industry trends, and client feedback to inform product decisions.• Manages all aspects of the product’s lifecycle, from ideation to retirement. Regularly assess performance, iterates, and makes data-driven decisions.• Collaborates with internal stakeholders, partners and vendors to integrate and implement roadmaps, management action plans and strategic vision.• Oversees IT capabilities as a program, strategically managing them to enhance organizational value, reduce risk and improve security.
• A three (3) year College Diploma in Computer Science or Computer Programming. In addition, a certificate in IT Service Administration, IT Security, Network Administration, Project Management, Database Administration or formal designation such as Microsoft Azure Associate, Expert or equivalent.• Minimum of seven (7) years' experience in operation of complex and diverse computer environments, including a minimum of three (3) years supervisory, project management or program management experience.• Ability to think and act in a proactive and strategic manner.• Ability to exercise sound judgment and solve problems based on multiple considerations and competing priorities.• Knowledge of The Open Group Architecture Framework (TOGAF) and IT Infrastructure Library (ITIL) framework. • Expert communication and negotiation skills and the ability to resolve complex situations and/or conflicts in a constructive and principled manner.• Expert knowledge of IT infrastructure, including technical architectures, operating systems, server and storage architectures, security frameworks, database systems, communications protocols, middleware and desktop computing environments.• Ability to adapt to change and to existing initiatives to meet the needs of the departmental and corporate goals, objectives and initiatives.• Demonstrated knowledge and proficiency in a range of core functions and operational processes of the division.• Ability to analyze issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations and courses of action.• Ability to execute decisions and deliver results that are aligned with department goals and objectives.• Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize quality and cost-effectiveness of delivery of business areas.• Proven ability to manage conflict, effectively problem solve, be capable of working under stressful conditions as well as possess organizational and analytical skills and abilities.• Ability to plan, organize, prioritize and balance multiple responsibilities, shifting priorities, regular workflow interruptions while maintaining a positive attitude.• Demonstrated ability to lead, coach and build cohesive and motivated teams; promote collaboration, team processes, learning and development opportunities for staff.• Excellent analytical, problem solving, interpersonal, communication and negotiation/mediation skills.• Demonstrated knowledge of financial operating and capital budgets and business planning processes.• Knowledge and proficiency in Windows environment using Microsoft Office Suite.• Ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment, and when dealing with sensitive/confidential or controversial topics.• Knowledge of and demonstrated ability in the City's core competencies and relevant functional competencies.• A valid Ontario ‘G’ driver’s license, in good standing, with access to a reliable vehicle for corporate use.
