Reporting to the Director of Transportation and Fleet Management Services, the Manager is responsible to lead the delivery of the City's Roads maintenance program to ensure citizens can travel safely using all modes of transportation. The Manager will provide both a operation and strategic lense to ensure the effective, efficient delivery of high-quality programs and services for a growing community with evolving citizen and business service needs.This leadership role provides direction and vision to a large staff complement of non-union and unionized employees, and works closely with the community, City Council, other levels of government and other City and Commission departments, developing partnerships and key integrated services to provide better value for Vaughan and its citizens.
• University Degree in Civil Engineering, Landscape Architecture, or related degree, or suitable equivalent.• Current holder of a recognized professional designation (i.e. CET, C-TECH, CRS), in good standing, or suitable equivalent• Minimum of seven (7) years of progressive management experience, including five (5) years of supervisory experience, preferably in a municipal/unionized environment• Strong leadership, interpersonal and change management skills, demonstrated ability to effectively interact with executive management and skilled in influencing, negotiating and consensus building amongst diverse groups.• Demonstrated ability to build high levels of credibility by implementing effective communication (oral and written) and engagement strategies coupled with the ability to develop productive and sustainable partnerships with a range of internal and external stakeholders. Well-developed interpersonal and emotional intelligence skills with ability to foster trust and cooperation.• Ability to inspire others to persist and strive for excellence, take measured risks and participate with enthusiasm during periods of complexity and/or change.• Demonstrated knowledge of theory, principles, practices, and techniques, including applicable federal and provincial codes, regulations and legislated requirements governing the administration of operations-related functions and activities.• Excellent analytical skills, intellectual curiosity, and enthusiasm with the ability to exercise sound judgement, resolve problems and complex situations and/or conflicts in a constructive and principles manner based on consideration of all critical factors, including long and short-term impacts.• Demonstrated high level of critical thinking with the ability to perform in a proactive and strategic manner and plan, prioritize and balance multiple responsibilities and shifting priorities successfully.• Proven excellent report writing and compelling presentation skills.• Knowledge of and demonstrated ability in the City’s core and leadership competencies and relevant functional competencies.• Demonstrated experience in management and supervisory practices and principles within a unionized environment.• Knowledge of public administration principles and practices, including budgeting, purchasing and maintenance of public records, as well as the organization and functions of an elected town or city council.• Solid working knowledge and proficiency in utilizing Microsoft Office Suite/ applications, Outlook, etc.• Ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment.• Possesses a valid Ontario ‘G’ Drivers’ License in good standing with access to a reliable vehicle for corporate use.• Ability to work evenings and weekends as required.Working Conditions• Standard office environment.• Attendance at City Council meetings and special committee meetings, as required.• Ability to work outside regular working hours, as required.
