Reporting to the Manager, Strategic Planning & Corporate Performance Measures or Manager, PMO Controls & Reporting in the Program Management Office, the Strategic Data Analytics Lead/Specialist leads the successful development and implementation of the City's Data & Analytics Program and develop the analytics strategy/framework supports the term of Council Strategic Plan. In addition to leading the City’s Data & Analytics program, this position executes key technical functions of the strategy. Provides support to all city departments and portfolios in their Data and Analytics journey, also supporting their day-to-day data operational needs. This position performs various functions, which primarily involves utilizing data to provide support for strategy formulation, business development, and forecasting. Leads the use of data in the organization for corporate-wide prioritization and evidence- based decision making. Presents strategy and Data & Analytics initiatives to the City Manager and Senior Leadership. Works closely with the City’s Enterprise Data Architect to jointly support business intelligence, advanced analytics functions and maintain an enterprise-wide integrated data/information governance framework and structure.
• University degree in Business Administration, Engineering, Mathematics, Computer Science, Geography or suitable equivalent.• Minimum of seven (7) years' progressive experience, including five (5) years of direct experience with Qlik Sense Cloud and/or SAS, advanced scripting, and creating advanced formulas.Municipal experience an asset.• Demonstrated Working knowledge of BI tools (i.e. QLIK, SAS, Power BI, Tableau, Talend, R, Python).• Working knowledge in predictive analytics, advanced scripting and creating advanced formulas.• Locational intelligence/GIS is an asset.• Effective leadership skills, interpersonal, communication and problem-solving skills.• Excellent research, analytical and problem-solving skills supported by project management experience, team collaboration and facilitation capabilities.• Demonstrated ability to initiate and execute projects utilizing sound data modelling, analysis, and project management principles, practices and theories.• Ability to self-manage, with demonstrated effective interpersonal skills working independently, with external vendors, and as part of a team.• Effective organizational skills coupled with ability to multi-task.• Highly developed critical thinking, research, writing, analytical and data analysis skills.• Knowledge of, and demonstrated ability in, the City’s core competencies and relevant functional competencies.• Advanced written and verbal communication skills.• Exceptional attention to detail.• Valid ‘G’ driver’s license in good standing and reliable vehicle for corporate use.• Ability to work outside normal business hours as required.The City of Vaughan has an employee-focused culture with an emphasis on health and wellness, work-life balance, and family benefits.
