Provides strategic analytical support to the Financial Sustainability Program within the Financial Planning and Development Finance department including: long range capital budget planning, forecasting, financial modelling, research, analysis, report/presentation preparation and administration as required. Participates in cross-functional Service Excellence teams, working closely and in collaboration with other departments and the Corporate Asset Management Team.
• University Degree in Public Administration, Finance, Business Administration, Commerce, or suitable equivalent• Minimum of five (5) years of progressive experience in a public sector finance environment with relevant experience in research, analysis, policy development, and/or accounting. Minimum of three (3) years’ experience with financial modelling and forecasting• Advanced knowledge in public sector finance, financial analysis, modelling, planning, forecasting, and public sector accounting standards• Proven excellent writing skills, including but not limited to writing analytical financial reports/studies, including the ability to identify problems, research, analyze and interpret data, and make and defend evidence-based recommendations• Strong research, analytical, and conceptual thinking skills, with the capacity to understand complex financial, service, operating, and policy issues, program interrelationships, and the potential results and outcomes of policy actions, and the ability to conceptualize and develop options and recommendations to support decision-making• Intellectual curiosity and enthusiasm for solving complex problems, and a drive for research. Project management exposure is an asset• Effective interpersonal and communication skills, both oral and written. Ability to use tact in dealing with sensitive/confidential or confrontational topics• Demonstrated ability to build high levels of credibility within diverse work groups by implementing effective communication and engagement strategies, as well as the ability to develop productive and sustainable partnerships with a range of key internal and external stakeholders• Critical thinking skills and understanding of program relationships and complex financial, budget and policy issues with the ability to perform in a proactive and strategic manner• Ability to conduct in a manner bestowing tact and diplomacy in dealing with sensitive and confidential topics in apolitical environment• Ability to balance multiple non-routine responsibilities, shifting priorities, regular workflow interruptions, and cope with overtime requirements as necessary to meet department and corporate deliverables while maintaining a positive attitude• Knowledge of and demonstrated ability in the City’s core competencies as well as relevant departmental functional competencies• Excellent computer skills, including advanced knowledge of Microsoft Excel, PowerPoint, and Word, and experience with SharePoint, Access and relational database applications would be an asset• Knowledge of the Municipal Act, Development Charges Act, and Planning Act would be an asset• Valid Ontario ‘G’ driver’s license, in good standing, and access to a reliable vehicle for corporate use.The City of Vaughan has an employee-focused culture with an emphasis on health and wellness, work-life balance, and family benefits.
